A Halloween afternoon for dogs and their people on the West Sacramento riverfront, hosted by Mark S. Allen and run by Pilots & Pups. Expect a pup pageant, a dog costume contest (including best dog-and-person combo), a dance party, local vendors, and a silent auction and raffle.
